On behalf of the BIPP, Denise Swanson FBIPP has advised that the IPO have now published the Statutory Instruments on the Changes to Exceptions to Copyright, as enabled in the Enterprise & Regulatory Reform Act of last year. These exceptions take effect from 1 June and cover things such as private copying, parody, education etc.

It is fair to say however, that those of us who were involved are somewhat disappointed with the outcome after spending considerable time and effort on this last year.

A draft letter is being prepared by the BCC (British Copyright Council) which will go to the Joint Committee of Statutory Instruments (JCSI) and the Lords Secondary Legislation Committee on Monday, as we only have until 1st April to respond.

The response to the Technical Review and the guidance can be accessed through the IPO's website www.ipo.gov.uk/copyright-exceptions.htm. This also provides links to the final draft regulations, explanatory memorandum and associated documents that appear on www.legislation.gov.uk

It is now for Parliament to consider the regulations, which will be subject to affirmative resolution in both Houses. If Parliament approves the regulations they will come into force on 1 June 2014.
